Getting the order right
Most portals expect a predictable sequence, and reviewers read in the order you supply. A sensible default for an application is: identity document first, then the main form, then supporting evidence, then anything optional.
If your files are named with numbers, add them in that order and check the thumbnails rather than trusting the filenames. Operating systems sort 10 before 2 unless the names are zero padded, which is a common source of scrambled documents.
If the merged file is too large
Merging ten scans easily produces a 40 MB document, and portals frequently cap uploads at 5 or 10 MB. Handle that after merging, not before.
